Secretariat
The secretariat staff of the Better Than Cash Alliance will provide leadership and support to the Programme Management Committee, Advisory Committee and each Sub-Committee. UNCDF is serving as the secretariat.
Programme Management Committee
The Better Than Cash Alliance will be governed by a Programme Management Committee (PMC). The PMC is responsible for approving annual work plans and budgets; monitoring progress toward those plans; providing input to UNCDF for annual secretariat staff performance reviews and offering recruitment references for relevant candidates; overseeing programme evaluations and facilitating donor coordination. The PMC will initially be comprised of the six initiators, UNCDF as a non-voting member, and three additional non-funding members named by the initiators and sourced from the Advisory Committee.
Advisory Committee
The Better Than Cash Alliance will engage a group of senior advisors in an Advisory Committee reflecting key stakeholder groups (governments, private sector, development agency, NGO) as well as independent actors. The Advisory Committee will provide broad strategic guidance and assist in identifying potential opportunities the Better Than Cash Alliance secretariat could pursue.
Sub-Committees
The PMC will have a limited number of Sub-Committees established to meet defined needs. The membership of the operational Sub-Committees will focus on those who bring specific knowledge or experience relevant to the Sub-Committee.
- The Communications/Knowledge Management Sub-Committee will include regional or local actors, and initiators such as USAID, Bill & Melinda Gates Foundation, Citi, VISA, Omidyar Network, and The Ford Foundation. The Communications/Knowledge Management Sub-Committee will be comprised of approximately 5-15 members.
- The Technical Assistance Facility (TAF) Sub-Committee will focus on reviewing and approving technical assistance and grants under the TAF. To avoid potential conflicts of interest and to facilitate keeping proprietary information from applicants secure, representation on the TAF Sub-Committee will exclude any programme funders who are directly active in the commercial provision of services related to electronic payment technologies. The Technical Assistance Facility Sub-Committee will be comprised of approximately 5-7 members.
- The Resource Development/Member Outreach Sub-Committee will assist the Better Than Cash Alliance in mobilizing financial resources to fill funding gaps and engage new members across all categories (government, private sector, NGO, and development agency). The Resource Development/Member Outreach Sub-Committee will be comprised of approximately 5-10 members.
